Retribution Paladin
Retribution Paladin in World of Warcraft: Forever, tier by tier: Sacred Arbiter at 16 points, Repentance at 21, Twist of Light at 31, Champion of the Light cut twice in the beta, the Holy Shock alternative, and why the designers keep open global cooldowns.
Retribution Paladin in World of Warcraft: Forever is a melee damage tree topped by Twist of Light at 31 points, and its designers keep it from filling every button on purpose. On the podcast of Oct 1, 2026, a designer said "you have a lot of open GCDs as a paladin anyway", and that Holy Strike's long cooldown is there so a Paladin does not just alternate two buttons. This page goes through the tree; Seal changes for every Paladin are on Paladin. Forever launches on Nov 4, 2026.

Every talent Blizzard names
From Blizzard's deep dive of Oct 15, 2026 and its development notes. Blizzard warned they may still change.
| Where | Talent | As of the last notes |
|---|---|---|
| Row 1 | Deflection | Moved up from row 2 |
| Row not given | Benediction | Up to 10% off all instant spells and abilities, instead of 15% off Seals and Judgment |
| Row 2 | Holy Conduit | Up to 40% off Consecration, Holy Wrath and Exorcism |
| Row 2 | Conviction | Moved up; the tooltip now says melee attacks |
| Row not given | Vindication | Melee attacks may lower the target's Attack Power, near Demoralizing Shout's amount, and raise yours up to 3% for 30 seconds |
| Row 3 | Sanctified Judgment | Up to 100% chance to refund up to 60% of the judged Seal's cost; no threat since Oct 15 |
| Row not given | Pursuit of Justice | Up to 15% movement speed, was 8% |
| Row 5 | Eye for an Eye | Works on all critical strikes; reflects up to 10%, was 30% |
| Row not given | Two-Handed Weapon Specialization | 2/4/6% damage (Sep 24; was 3/6/9%) |
| 16 points | Sacred Arbiter | Holy Strike 20% stronger, and it refreshes all Judgments on the target, even other Paladins' |
| Row 5 | Vengeance | Needs Sanctified Judgment. 30 seconds, up to 3% per stack, 3 stacks, 9% in all; since Sep 24 from non-periodic critical strikes |
| 21 points | Repentance | Moved down from 31 |
| Row 6 | Champion of the Light | Spell damage equal to 10/20/30% of Intellect, damage only |
| Row 6 | Instrument of Law | Up to 1 second off Hammer of Wrath, making it instant; 20% less threat while Righteous Fury is off |
| 31 points | Twist of Light | 20% off Seals; a replaced damaging Seal leaves an Echo, so the next melee attack gains both |
Blizzard's panel called the row 6 talent Instrument of the Law. Improved Seal of the Crusader also changed: its Judgment bonus is baseline.
How Blizzard says it plays
Blizzard says Twist of Light is "less stringent on timing windows", leaving room for the class's "broad support kit", and warns on its cost: "it will be challenging to afford the mana to sustain maximum use indefinitely", naming Judgment of Wisdom and Holy's Reverence as help. Vengeance's change makes damage "a bit more consistent", since the old version "would fall off frequently". Because Instrument of Law's threat cut needs Righteous Fury off, a Retribution Paladin can still turn it on "to help off-tank" (Blizzard).
The open buttons are deliberate. The designers said Blizzard's original designers told them they wanted the class reactive, with room for Lay on Hands or a Blessing rather than being "rigidly focused on your hard rotation", while adding "We don't want them to just be an auto attack bot".
For players who dislike twisting, the BlizzCon presenter's answer was to drop the talent and go 21 points down Holy for Holy Shock, using Champion of the Light's spell power.
Asked on Oct 1 whether that is competitive in PvE, a designer said "I would say potentially", and warned that "people will just do the math".
One idea was thrown out on the same podcast and never announced: a bonus for pressing the Seal in the half second to a second before a swing. Another designer argued back that a new player watching a swing timer has "stood in the fire".
Blizzard is making gear for it. At BlizzCon the presenter described a quest reward spell sword with Strength and spell damage together, designed for Retribution.
In the beta, by date
- Sep 24: Vengeance's stacks lowered to 3 from 5, Sacred Arbiter's Holy Strike bonus doubled to 20%, Twist of Light gained its 20% Seal discount (Blizzard).
- Oct 1: Champion of the Light cut to 20/40/60% of Intellect from 33/66/100%; a tooltip wrongly promising healing removed (Blizzard).
- Oct 8: Retribution Aura back to its original base damage, about a third lower, with a 6% spell power ratio, was 13.3% (Blizzard).
- Oct 15: Champion of the Light cut again to 10/20/30%. Seal of Righteousness had been gaining almost double from Spell Damage; fixed. Judgment of Righteousness corrected (Blizzard).
The first cut answered Holy Paladins reaching into Retribution for the talent. On Oct 1 a designer said it would be 60% "and it doesn't increase healing power anymore". The notes of Oct 15 halved that again.
Dungeons and raids
Blizzard says Retribution brings "significant group utility" through Sacred Arbiter: Judgment of Wisdom, Light and the Crusader can all stay up at once, adding "significant utility to any party or raid" (Blizzard). See Raids and Best DPS.
It is not a cleave spec by design. The designer who wants Warriors king of cleave said Paladins can do it a little with Consecration, "but we did not give them divine storm".
What creators said
Countdown, one creator, reviewing the trees on Sep 13 from a community site with possibly wrong tooltips, said of automatic twisting "I personally think it's brilliant", adding "I'm not a paladin player", and called Retribution winners. That was before any beta change.
What is not known yet
- Launch numbers. Blizzard has published no launch patch notes, and the last class changes in its development notes are the build of Oct 15, 2026, with only racials after it. Not known as of Oct 31, 2026.
- Whether Twist of Light stays as it is, or whether the swing-timer bonus idea goes anywhere.
- Which is stronger at level 60, Twist of Light or the Holy Shock build. A designer said only "potentially" on Oct 1, 2026.
- The 11-point talent's name in Blizzard's article, which does not give one for this tree.
