Best Leveling Class
The best leveling class in World of Warcraft: Forever, by the one attributed ranking: NoobToBoss's beta list of Oct 19, 2026 puts Hunter and Mage first and Priest and Warrior last, on a level 30 cap. Blizzard has not ranked classes; what it changed for leveling.
World of Warcraft: Forever's best leveling class is Hunter or Mage by the one attributed ranking we can cite, NoobToBoss's beta list of Oct 19, 2026, but that list ranked a beta capped at level 30 and says levels 31 to 60 are "projected". Blizzard has not named a best leveling class. It has said what it changed: early spell damage, Rage for questing, and experience from dungeons. No one has leveled to 60 in Forever's public beta by that list's account, and Forever launches on Nov 4, 2026, so treat this as a starting point. Routes are on Leveling Guide.

NoobToBoss's ranking
NoobToBoss judges speed, downtime, safety, gear dependence and tool access, for questing alone (NoobToBoss).
| Class | Tier | Its leveling spec | Its reason |
|---|---|---|---|
| Hunter | S | Beast Mastery | Pet tanks, ranged damage, low downtime |
| Mage | S | Frost | Area damage, control, free food and water |
| Paladin | A | Retribution | Durable, self-sustain |
| Warlock | A | Affliction | Demons and damage over time |
| Druid | A | Feral | Versatile; "low confidence" placement |
| Shaman | B | Enhancement | Strong once Stormstrike unlocks |
| Rogue | B | Assassination or Combat | Burst, no self-heals |
| Priest | C | Shadow | Safe but slow |
| Warrior | C | Arms or Fury | Gear dependent, more downtime |
It says the top is agreed but "the middle of the list is scattered", and that C tier means slow alone, not weak.
What Blizzard changed for leveling
Casters want gear while leveling. Blizzard put spell power on gear from level 10, starting with weapons, and lowered every damage spell's base by a curve of what questing green gear gives, so that casters care about upgrades as a Rogue or Warrior does.
That left Wrath "way too weak on its own" before Starfire, so Blizzard raised it by about 50% on Sep 24. On Oct 8 it smoothed early ranks of Fireball, Frostbolt, Shadow Bolt, Smite, Lightning Bolt and Wrath so each is an upgrade.
Several talents moved for it, by Blizzard's own notes: Elemental Alacrity earlier, because Elemental "lacked" moments in the early levels; Focused Rage earlier for Protection Warriors before Shield Slam; Holy Strike's early ranks raised; Heating Up's buff lengthened to 20 seconds.
On Oct 8 Blizzard rebalanced Rage for questing, saying its earlier figure "was not appropriate for questing Warriors", and raised experience in dungeons by about 20%; dungeon quests, on Oct 1, gave 50% less extra experience. Talent changes cost 1 silver only in the beta.
Cone of Cold and Improved Blizzard were cut because of gold farmers and boosters, which also limits large-group kiting while leveling. See Mage.
